In one word no
You would need either a dongle and buy internet e.g 1gb etc
Or use an android smart phone and that will create like a mobile wifi only three network allow this from what I know but you can ask networks what ones allow to tether phone.
Your also looking at 15 pounds a month on three for internet on paygo
10 pounds a month on GiffGaff its possible to tether with them but against rules you risk having data bar if you do0 -
'It depends' and define "basic". My 4 year old Nokia 2660 is basic but it has Bluetooth so can tether to a Bluetooth-enabled laptop and it can do GPRS data - fine for basic email and limited text browsing.0

You can get an internet dongle effectively for free from T-mobile via the quidco cashback website (£10 cashback on a £9.99 dongle) so the only cost will be the £10 top-up you have to buy at the same time.
It would cost £2 for 1 day, £7 for 1 week or £15 for 1 month of access.
