If you provided a false banknote, you haven't paid the money you agreed to pay, so the contract is incomplete and they can ask for the payment.

If you used a voucher code, you agreed a contract with this taken into account and have paid the money agreed in the contract, so the contract is closed.

What a silly comparison, these are codes that are sent out by the company for marketing purposes. They are not allocated to a single account, they are general codes. E-commerce packages used by very large companies, which cost them a lot of money, would allow them to allocate codes to individual customers, or groups of customers according to any criteria they wish, if they wanted to do that.
They could send Mr X a code that is valid just for him, or just for his postcode, or anything else they want to.
If they choose not to do so it's because they want the publicity, and the business codes bring, but without actually having to honour the discount.
Unless their reps, or someone else, can come up with a good explanation why the choose to send out codes that are not allocated to a specific account, or type of account/customer, making it clear who can or cannot use them, like the one for new customers for example...?
