I recently received a car parking ticket from a private contractor, who after I refused payment has sent a letter treatening legal action.
Can a private company have you placed on a financial "blacklist" which in turn affects your credit scoring/rating?

No to have any adverse information on your CRF you would need to have a credit agreement with the company, or they would need to have an unpaid county court judgement against you.
They use this as a threat but it is totally untrue.0 -

You have already fallen into the first PPC trap by actually contacting them refusing to pay (I assume that is what you did?). They now probably have your name and address without having to pay DVLA £2.50 and because you have engaged with them, they are hoping that the continued threats of action might lead you to giving in and paying.
So your next step is very simple.... you do nothing and ignore them. You keep the 'threat-o-grams' they will now start to send you in a draw, just in case, but just ignore them. The following step is to find the PPC that sent you the invoice (we don't call them tickets, fines or penalties here, because it is just a speculative invoice!) in the sticky threads above and you can see what letters they will send you before, in 99.9% cases, they give up and move on to another target.
In answer to your question they only way this could ever inpact on your credit rating is if you get a CCJ and fail to pay it. To do that the PPC would have to take you to county court and win! They very rarely take people to court and hardly ever actual win and when they do it is because someone puts up a poor defence due to lack of knowledge of contract law.0 -

As esmerobbo says, NO, of course not when it comes to a PPC. Did you sign a credit agreement with this company? Thought not!
Ignoring a fake ticket scam is only like ignoring a series of phishing emails (only real difference being that the offending misleading material arrives by post instead).

You want to read 'PPC letters, what to expect' and 'welcome, please read before posting'. Once you have seen the info linked there, including the Watchdog clip, you will know where you stand.
