    This is exactly the point that Parliament needs to be made aware of and for Edmund King to imply that it is a new phenomenon is utter nonsense and demonstrates the complete lack of connection he nd his organisation has with reality on this subject. As previously suggested, the air on the top floors of Fanum House, Blasingsmoke is far too rarefied. A short trip up the road to Asda, Brighton Hill and an encounter with TCP might help to reconnect him.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

  • As suspected a reply is published on the letters page of the "Times" to-day (13 October 2011) in response to their article on PPC's. The reply comes from Patrick Troy, Chief Executive, BPA. He writes (my brackets):-

    "Sir, You were right that rogue clampers are likely to simply turn their hand to unfairly priced ticketing (?!) after the ban on clamping (report, Oct 10), but you missed one crucial distinction. The British Parking Association (BPA) regulates (?!) 160 parking operators across the UK, and each one complies with a robust code of practice (?!). But there is an unknown number of unregulated companies which operate with impunity. That means that the government's latest move to support the introduction of an Independent Appeals Service, which the BPA will implement to protect motorists from unfair parking charges (?!), offers no protection against the cowboys, The government should now make it mandatory for all parking operators to join an accredited industry body and help to implement some form of regulation - without that, motorists will never be free of the scourge of a minority of rogue operators".

    His own AOS complaints team got it right in their E-mail response to my complaint..

    firstly they said
    " BPA’s Approved Operator Scheme (AOS) which was developed to bring a degree of regulation to an industry without primary legislation. We are not a regularity authority....

    and later to confirm the TRUTH ...
    "You will appreciate that while we will endeavour to investigate every case to the fullest extent and to the best of our availability, we are not a regulatory body and as such do not have the powers to overturn decisions made by operators. "

    Got that Patrick ??? Now stop lieing to Parliament.!!:mad:

    It seems that Patrick Troy is trying to tell Parliament that his members are not the problem ..they aren't cowboys ..REALLY ????????????

    I'd like to see him explain these facts :-

    Parking Eye using camera systems that churn out tickets based on your first entry time and last exit time on multiple visits (Cowboys)

    Town and Country , same as above (Cowboys)

    Observices (OPC) convicted in a criminal court (Cowboys)

    UKPC same as above (Cowboys)

    APCOA notices with the word Penalty in six inch high letters only changed when I complained (Cowboys)

    APCOA issuing tickets for people daring to allow their passengers to alight whilst legitimately stopped at a red light (Cowboys)

    NCP issuing fake Railway bye-law tickets (Cowboys)

    NCP putting a ticket on car in a yellow envelope with black checks and the words "Fixed penalty Notice" (Cowboys)

    and I'm damn sure there are plenty more examples of the COWBOY behaviours of BPA members !

    Yes it would appear that Patrick Troy is a complete charlatan, he is worse that a cowboy because he is peddling snake oil medicine in the guise of parking solutions. If this were the wild west he would have been lynched or run out of town by now.
