Right now is the time to compose an e-mail letter to the Editor of the "Times" detailing some of the more outrageous antics of certain members of the BPA.
I note the "Times" invariably follow-up their leading articles by publishing letters from readers on that article/leader.
So, raise the profile and send an e-mail letter now, to-day to:- letters@the times.co.uk
One or three of us just might make the letters page and raise the profile of what could be bad enactment in the proposed legislation.

May be a coincidence but someone sent a lengthy email with lots of links, to the Times last week, among a list other nationals...wonder who?:D:cool:;)
I guess they cannot stop themselves using the f word but to fire off info to MPs is EXACTLY what was needed and I guess the Times rattled the AA's cage! :T

Hmmmm it is a bit rubbish as it talks about fines and also seems to think that an independent appeals procedure (LOL!) is the way forward, as well as capping the amount so the private 'fines' do not exceed Council ones!
But Councils are allowed to issue penalties by statute, as long as they have a Traffic Order, and supposedly have to ring-fence the money for transport issues.
Compare that to a private firm whose only agenda is money, and do not provide, own, nor maintain the car parks. !!!!!! should they be allowed to copy the amount of a real 'penalty' and still get away with the misleading rubbish they slap on the windscreen and send out as threats? And then to also be allowed to pursue a breach of contract allegation against a person who was not there and cannot possibly defend it?
Whatever next? Allowing anyone who reckons that a person may (spuriously) owe them money to be able to be given the details of the person's landlord or mortgage provider so they can pursue the landlord or bank instead?
Surely some MPs will realise that these scumbag firms already have the chance to take a case to Small Claims if they have a 'problem' getting what they think is their money. Just like ANY other private firm has to, in any other profession (not that a PPC is a profession).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A BPA appeals process would be brilliant. Imagine hitting them with an in-depth legal dossier and watching them squirm trying to think of ways to disallow it. And one slip could create a precedent for every subsequent ticket.
The BPA haven't thought it through. They seem to be thinking they'll just be looking at pretty photos, yet they have no guidance in law over what to allow and what to disallow. It isn't going to be anything like working with council PCNs.
They'll have to allow some through, but on what basis? And how will they be able to maintain consistency - it's a PPC operative who has been 'promoted', not a network of barristers.
We already know the BPA have commented on Excel losing the case over the Peel Centre - they disagreed with the judge and said the signs complied with their 'code'. This of course wouldn't have anything to do with Simon Renshaw-Smith being head of Excel AND on the BPA board would it?
I've seen less corrupt African dictatorships.
TPT and PATA allow 50-60% of appeals I believe. What happens when the BPA end up allowing 1%?
And what happens when the person just ignores the BPA 'judgement'? They'd have to take it to county court.
The list of potential epic fails with this whole saga is enormous.
