pcn parking in taxi rank & used disabled badge holder

Hi ya
I've received a pcn for parking in a taxi rank but when i went to park there was a sign stating that blue badge holders could park - unfortunately i did not see the times only a blue sign indicating blue badge holders sign which allow blue badge holders to park. I parked at 9.40am to take escort my father to a bank (he can't walk long distances and also it's illegal parking outside the bank) and then be back to move the car to a better parking space. The time for disabled badge parking is from 10am(which unfortunately i did not see until after the pcn was issued) i know my miskate to park for blue badge holders. and also i did not see a legend saying taxis . I quesationed this at my local council and they said that i may not be successful for making a claim but could try.
Is it worth making a claim. I am going to get photographic evidence of the signs and the area where i parked.

ps what are the legal waiting time before a pcn is issued as i was only given 1 minutes waiting time
i would have been back in 2-3 mins to move the car and another 18 mins would have been blue diable parking - i know stupid me but a honest mistake.
i've not written to the council explaining this- i will of course write a polite letter.
any suggestions thanks

I'm assuming that the taxi rank is designated as a 'no stopping' or clearway marked with a thick yellow line, similar to a restricted bus stop. In which case there is no tme allowance before issuing a pcn. You mention that it was illegal to park outside the bank but don't say why. If it was due to yellow lines then you could of parked there as you have a BB. That would of been perfectly legal. Unless there is something wrong with the signage or road markings at the taxi rank, your'e onto a looser I'm afraid. also don't you think £70 is really harsh considering i did display a disabled badge???? but not within the specified time period.0 -
I can't see you have cause to appeal, even on street view you can clearly say it says from 10 o'clock. There is no point in a 'polite letter' either you appeal or you don't.0

Hang on, you have already got some advice on pepipoo - did they find any grounds of appeal? Most PCNs can be won by the motorist.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

yes I have and they have said that there is some information mssing on the back of the PCn which should be on it so PCn is flawed .... Just looking it up now
found it...... It does not say that "those representations will be considered"
As stated in the civil enforcement of parking contravention England representations and appeals regulations 2007
therefore the PCB is flawed and maybe on this note I could appeal.
the op on the pepipoo forum [its a brilliant forum packed full great fight back PCB advice]of says its statutory omission on the PCB so that wording is required'0 -

...but if you only knew how many cases I read on here and on pepipoo, and I reply to lots of posts over there as well as here! So without looking again at your thread over there I could not recall if you had been given some grounds of appeal or not.
