I am 6 months into a 18 month contract with them.
It is not a happy relationship and I want out as soon as possible. I won't bore you with the detail but most months they have a call from me about billing issues. They have topped it this time by stopping my ddm suspending my sim and refusing to reinstate a ddm it until I pay the arrears by cheque!
The redemption penalty is £268 to break the contract now. In 3 months I can drop down to their cheapest contract which I fully intend to do and take out a new arrangement to run along side ( not very money saving I know, but I want nothing more to do with this company).
My question is - if I then apply to break the contract will the penalty be based on the lower line rental charge?

Yes, if you want to cancel early, it's just your line rental x however many months left of your contract. So if you lower it then it will be that x 12 months (where you are now).
