Is it available to download for the iPhone 4?

It is an operating system. Currently your iPhone 4 will be running iOS4.x

On October 12th, iOS5 will be available to download from iTunes following the normal upgrade procedure. It will add a bunch of cool new features.

Also make sure you have the latest version of iTunes installed on your machine. Should be 10.4.1

Apple will be releasing iTunes 10.5 soon so hold out for that.

Get apple tv2 and then every game/app will be mirrored in real time on to your tv.
That's my fav feature on ios5

only on the iPad 2 and iPhone 4S can you mirror.
