Are O2 Blocking Phones Deliberately ???

Finished my O2 contract in Dec after 12 mths & sold on my phone to someone in work. They have been using it ever since with their own O2 contract sim from their broken phone. This phone suddenly stopped working last week & contacted O2 & was told that the phone was reported stolen in Dec (deliberate lie) & the block was only going into effect now..
It now seems according to local The Carphone Warehouse that at least one person a day has been coming in with the same problem, so can one assume that once you leave O2 they block your phone in badness.............
What if the Hokey Pokey really is what it's all about !!!
