Regarding getting the money back, I am afraid you will never see it unless techlet pay you themselves or send you a phone.
UK police cannot care less about such cases. I am saying this because my son had been scammed like this by a e-bay seller a few years ago.

I'll be happy to be proven wrong.

hi i paid by paypal and i have been in touch with pay pal and they said that his account has been limted and if this person has so many days to respond to paypal and that paypal has said i will get my money back 101%

I think small claims court will be a waste of time and money in this case. Even if the company has any assets it will be very difficult to enforce the court decision. However, more likely the company will either have no assets or will be liquidated.

hi i just got my money back by paypal i put in dispute and paypal said i have to wait 20 days but within 2 days paypal gave me a refund off the full amount
