    If these were actually private parking company tickets then I seriously doubt these were lost and suspect you are being shot a line.

    I have previously defended proceedings issued by a PPC (as a company representative) and won because they had no cause of action against the company. It was only the driver of the vehicle who could ever have entered into a contract and the company was not driving. Plus the judge didn't like their paperwork, their signage or their constant whining.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Cant see how a company could lose! What could the claim be? Maybe they had an undefended judgement!

    Bypass him and show his Manager (the Fleet Manager) the link already given to the Fleet News article and TELL them you won't be paying a scammer and if they are silly enough to pay a scam, you will not refund their mistake. If the car is leased, copy in the Manager of the Lease company as well. Do not wait and see what happens first, be proactive and state your position re this scam now, up front.

    If the Fleet Manager says 'oi, but you have t&cs in your contract which say you are responsible for fines/penalties' point out that this is not a fine or a penalty and they have no liability for it whatsoever. Draw a distinction between a real PCN (Council, TFL or Police only) and a fake one like this from any private company.

    Although it's dressed up to look like a PCN - and although the DVLA let these scumbags have the details to write to vehicle keepers - it's only an allegation of breach of contract or trespass against the person (the driver, you) and not against the car. There is no comeback on the car owner or keeper.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
