PCN in Matalan car park

Parked in the car park as it was fairly empty, but not knowing it was a pay & display area as either side other shops such as Tesco had free parking but ended with a PCN after only being there for around 10 minutes.
Looking at the notice it says time issued at 12:00 and same time for time first seen. Thought they would give you at least 5 minutes before booking you? Is there any way I can get out of this by saying went for change?

Who issued the ticket? Council or private parking company?0

Look at the bottom of the ticket and find the part that says SEND PAYMENT TO : ???????????????/ ?????????

Under Payment details are instructions, A PARKING CHARGE OF £60 IS NOW DUE. If payment is made within 10 days, charge will be reduced to £30. To pay by CC, telephone 08452303082, you can also pay online at www.townandcityparking.co.uk and follow the payment instructions. Alternatively send a cheque or postal order made payable to Town and City Parking Ltd together with this notice to Town and City Parking Ltd, 5 South Inch Business Centre, Shore Road, Perth PH2 8BW. If a receipt is required, please supply a stamped addressed envelope.
Appeals, all appleals must be made in writing to the address above. Adjudications cannot be made over the telephone.
Contravention code was B, failure to show a ticket, time was 12.00, first seen also 12.00.0 -
Its a un-enforceble invoice they have 'issued' you. Ignore it.
You will get a series of 'threat-o-grams' designed to itimidate you into paying but they can do nothing without taking you to court. They won't do that because a private company cannot recover a fine or penalty under current laws... thay can only recover 'losses or damages' so their 'charge' would need to be proportinate to convice a judge thatit wasn't a penalty. Thanks, only problem is that's its a company car so they will send letters to my employer. Just wondering to write in appeal and quote my address so they don't bother my employer, what do you think? Any grounds I can appeal on?0 -

Do not waste your time writing an appeal. The advice was and remains - ignore them. Besides, there is no appeals process its simply a mechanism that private parking companies use to obtain further information from their dupes - in particular who was driving. This is quite crucial to them as if they were ever to issue proceedings in a court they can only do so against the driver, not the registered keeper.
You would be better drafting a memo to your company fleet manager telling him to direct any enquiries from Town & City to you - ensuring that he doesn't tell them who was driving. Refer him to this Fleet News article which will explain the situation to him.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

According to our man in our company who receives these fines, they did ignore a batch of them after previously having paid them and did get taken to court on a few of them which they lost whilst others have not heard back so is not quite as simple as saying just ignore.0
