wow this thread went on for a while, i don't know if this will help but i'll tell you my story.
well council tax was never a priority for me, just didnt always bother when i was young:eek: now im 35 and know better. The council did keep changing how much i owed with 25% discount/ct benefit/chidren/moving in and out with ex's. So that was my excuse, sorry.
So about three years ago i finally thought i'd better sort things out, after baliffs visits, phonecalls etc etc for years. The total at that time was around £2200.
The last baliff to visit wanted it all in full, no instalments, obviously i didn't have it and they wouldn't budge. The council wouldn't take the debt back so round and round it went. Nothing got sorted.
I had enoough and wanted to pay it off, so after reading the back of council tax bill set up a standing order direct to council of £50 a month, over time i've increased the payments to £158 with only 4 months left.
This worked because i've not had one baliff visit or letter in two years and the council now and again write to me to tell me how much is owing.
Oh i know exactly how much and roll on May when it will be the first time ever i will not be behind with the CT.
hope you get it sorted xx

now i wait for people to moan at me on here:p

as i said It your word against the bailiff I'm afraid the council will always side with the bailiff so will the Judge and he wont rely he said she said he did xx

A form 4 complaint is a complaint about the bailiffs fitness to hold a certificate(the distress for rent rules 1988) and can be very serious for the bailiff as he could lose his certificate and if you lose the judge can order you to pay costs and the bailiff firm will employ a solicitor/ barrister to defend him

not something i would recommend even if you have video evidence of any wrong doing

use this link to start your own thread and tell us if the bailiff has previously been in your house to levy goods and if yes exactly what goods he levied

read the final post on that link...

I have now challenged the council over whether Mr C is actually able to act in the capacity of a certified bailiff for South Glos.

quick update had a email back from the ministry of justice regarding mr cohen ability to work for rundles whilst his cert is for renenuve services
Thank you for your e-mail of 1st February 2012, querying whether a Court Certified Bailiff can be registered as working for more than one company without changing his certification.

The answer is yes. The certificate belongs to the individual and not the company - it is therefore not uncommon for some bailiffs to work for more than one company. The entry on the register usually reflects the company that they do the majority of their work for.
There is no requirement for them to change their certification therefore if undertaking work on behalf of a different company to that shown on the register.
