Hi There am I right have the rules changed are we still responsible for any burst leak etc on your water supply pipe anywhere in your property, seem to remember having read that water companies are now responsible but can't find it. I've just had my renewal for £47.00 for the year???

You are talking about the "Transfer of private sewers and lateral drains" action on October 1st - search for it on Google for more information as i cannot post links.

Your home insurance will cover you (normally) for accidental damage to underground pipes and cables such as ones under your drive or garden.
In general as soon as it breaks through the floor slab it is classified as an internal pipe and if that started leaking then you would normally not be covered (unless you have some sort of Home Emergency cover).

There is often an exclusion for underground pipes coming to the end of their serviceable lives - as that would be maintenance however often point loading, tree root ingress and ground movement would be covered as it is sudden and unforseen (from your point of view).
