How to complain about a UK Hotel

I've recently stayed at one of the Britannia Hotels, I booked directly through their central reservations department and paid for a full board break including, breakfast, lunch & dinner. When I arrived at the hotel I was told they didn't provide lunches. The Reception Manager was unable to resolve my complaint before my departure and suggested I write to them. I'm clearly unhappy that I paid for meals that I didn't get. Does anyone know if there is there a regulatory body who oversees UK hotels that may be able to help me?

If the hotel won't resolve your problem shouldn't the next stage be the hotel group rather than a regulatory body (if one exists) ?
