BT won't let me have dialup as best friend

Apologies if this has been covered, I couldn't find anything when I searched.
I used to have a dial up connection listed as my best friend with BT, so got a discount. My old dial up service stopped working so I signed up with Tiscali, but BT won't allow me to register that as a best friend. I don't know the reason because everytime I call I just get a recorded message.
Any suggestions/reasons?

What does the dial up number start with? It has to be either a lo-call (0845) or a national number, not 0808 or anything like that.
If you register your details online at https://www.bt.com you can update your f&f numbers without the need for calling and arguing with a call steering platform!
It gives you a way of checking your bill, making payments, changing the way you pay and of course, f & f. It's free to register and you don't get any spam.

In order to set up a new Best Friend number on BT Friends and Family, you must initially include it as a normal Friends and Family number first before changing it to the Best Friend number. The automated system will not let you put in a brand new number not already within your calling circle as Best Friend and unfortunately you have to do this the long-winded way.0
