UKPC Ltd contracted by Retail Park

I have received a Parking enforcement letter from UK Parking Control Ltd, parking in a Disabled Spot at Bath Road retail Park Slough, having had a read through this site, I decided to contact the Owners of Bath Rd Retail Park in Slough Berks who are Crown Estates Ltd and ask them if they have contracted UK Parking Control Ltd to issue tickets on their retail park premises.
They said they had.
My bad luck that I sold sold the car in question a year ago, but the new owner had failed to change details of ownership, which I am now following up with DVLa.
UKPC have got my address details form DVLa, however. 1. I am not the current owner, (local police in Slough are aware of me not being owner) 2. they cant prove I was the driver at time of offence. 3. what is the position on legality of parking enforcement seeing as the retail park have agreed to let UKPC work there?

1. Even if you were the current owner, you would still owe them nothing.
2. Correct. And its not an "offence".
3. All private parking "enforcement" is a scam.

Lets put a few things straight. There was no "offence" (as no law has been broken), it's nothing to do with the police, disabled bays have no legal standing in private car-parks and the parking company can issue as many tickets as they like, but you don't have to pay them a penny. The landowner can only claim for the actual loss suffered. In this case that amounts to a big fat zero.
One last word, although technically you have done nothing wrong, please avoid parking in disabled bays if you are not disabled. That's just common courtesy.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
Did the OP not imply that it was the new owner being a pratt and park in the bay? Agree with the sentiment though.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Thanks for the replies, great info, as I suspected they can go whistle in the wind for it.
Only reason I posted was that the retail park owner had confirmed they had given UKPC permission to give tickets out, and had not seen any posts where that point had come up.
As for disabled parking spots, I never park in them , the muppet new owner who failed to change ownership details with DVLA parked in the disabled bay0 -
Looks like the sc****rs at DVLA are going to be £160 richer when they hit OP and new owner for failing to notify change of ownership0

All PPCs have permission from either the land owner or supermarket to operate in the car park, but that doesn't make them anymore enforceable.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Then you are OK but Google it. Watchdog have covered this issue before as sometimes the DVLA are naughty and pretend you have done something wrong even though you've sent them change of ownership info. There's plenty on forums about this situation so make yourself aware of it.
Apart from that just ignore any letters about the fake PCN, in the absence of Court papers which almost never come and you were not the driver anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would be insisting that they get back to you this time with written confirmation,that the vehicle has changed owner.
Also in your post you say the new owner failed to inform DVLA, it should have been you who filled in the V5 and sent it to DVLA not the new keeper!;)0 -

Unfortunately for me it was sold through a local trader who said he would take care of all the paper work, I signed the slip accordingly, the car was sold on with the understanding that the new owner would fill the details out and send off accordingly. Having spoken to the trader he has given me new owner details which have been sent off to DVLa, and now I know where the new owner lives ;-)0
