Reduce 3 tariff

I'm currently halfway through a 24month tariff on 3. I got a samsung galaxy s and pay £25 per month for the texter 500 tariff.
i understand that i can change to the lowest tariff for a £10 fee. i don't know what is considered to be the cheapest tariff? Can i state i want to switch to a sim only contract, or would i have to change to one that includes a handset?....or a similar price handet....???
