    It is unclear about Paypal. What they promise, is
    After reviewing a claim, we will decide on reimbursement and refund 100% of your payment (including postage costs) if we decide in your favour.
    I read this as they reimburse even if they cannot take the money back from the seller. And I don't see any grounds for them to decide not to reimburse.

    However, as I said above, I am not sure because what Papal say is too vague: "...we’ll help you get all of your money back... we will decide...". Decide what?

    It certainly used to be they would try and get your money back from the other persons accoutn but of course by the time they'd investigated, the other person would be well aware what was coming and just empty the account. Might be better these days though...
