    Just been reminded of this thread. Thanks for all the advice, help and responses.

    The council challenged my appeal but after a further submission rebutting their challenge they withdrew completely.

    Good news - and that is the case with the majority of Council PCNs where the motorist appeals all the way, rather than just paying up immediately like some docile sheep with more money than sense, or giving up after the first rejection.
