Editing mpeg music video files without altering bit rates.

Can anyone recommend a programme that will edit mpg/mpeg files (mpeg2) by topping and tailing them? Or recommend a forum or site that might specialise in this area. I have Windows XP.
I record music excerpts from my Sky+ box and convert them into mpg files on my laptop that I can then play back through my TV and Hi-Fi or burn to a DVD.
When recording it is very difficult to get the start and stop points exactly right so I usually end up with a few seconds at the beginning and end that I want to remove.
I currently use Cyberlink PowerDirector. The problem with this is that it edits the whole mpg file and reduces the bit rates. I record with an audio bit rate of about 1,560 mps for maximum audio quality. PD has a maximum audio bit rate of 360 mps.
What I want is a programme that will just remove a portion from the beginning and end, but leave the rest unchanged. It does not have to be a specialist video processing programme. There are probably a few shareware programmes that will do the job for me if I can find them.
