PAYG call charges

Can anyone advise the cheapest way to make regular peak and off peak calls from a PAYG phone to one specific other mobile phone (different network or otherwise)?
A friend of mine has a PAYG phone on Vodaphone, and I have a monthly contract with O2. She reckons that she has to pay about 20p per minute to call me - is there a cheaper way to do this on PAYG? My contract is up now, but I'd prefer to stay with O2 if possible. She is adamant she wants to stay PAYG, but presumably could buy a new sim card to change if necessary. Is the simplest thing for her to change to O2, or do any firms offer deals for calls to a specific number?

Hmmm, thanks, that would obviously halve the cost, however I'm wondering if there are any even cheaper ideas.
As our calls are often 20 minutes or more, I'm wondering whether maybe she should get an O2 sim card, then I think the first 3 mins of each call are 25p each, but subsequent minutes are only 5p or 2p. Apparently there is also something called Talkalotmore where there are 300 mins included, but I'm struggling to find a good explanation of what it means!
Edit: Oh I see you've updated your post to mention Virgin - ideally I wanted to stay with O2, but maybe if the price difference is that much then perhaps I will have to change...0 -
You might look at Vodafone Family, which means unlimited calls between 4 nominated phones for £5 a month on one of them. And you could have a second phone ...0
