Why won't O2 do broadband in my area when everyone else does?

Bit confused here....
Looking for broadband for my gf's new house in Manchester. Checked SamKnows and all the preferred ISP's are LLU at her local exchange.
I've done a bit of looking around, PlusNet I can get, TalkTalk I can get, Orange I can get, Sky I can get, BT I can get, however when looking at O2 (who subsequently have the best deal on for her atm) they are saying that they can't supply to her area even though I know for a fact that other people in the area have O2 broadband and that they have their own equipment in the exchange (family work for an ISP).
The only thing the O2 site is offering me is the 'Access' package which looks absolutely dung - I really don't want to have to go with Orange/TalkTalk as I've heard both of their customer service and actual broadband service to be really poor, and she didnt really want to have to pay £22.50 p/m for Sky Unlimited.
Is there any reason why O2's website would be saying they can't give her broadband in her area (Broughton exchange)? When I know that they definitely do. (Worth noting she lives on a fairly new development of houses but the house already has a BT line installed from a previous tenant - unsure who they used previously for BB)

o2's equipment may be full in your girlfriend's exchange. the connect or access packages are, as you are aware, a load of barry white.

Almost certainly no more O2 LLU capacity.
It was the same here, I knew there had been O2 LLU, it had disappeared when I was looking to move from VM. About a month before I had to make a decision, it suddenly became available again.
There may be info regarding if they have plans to up capacity.Move along, nothing to see.0 -

I've spoken to O2 directly and the chap on the phone just said exactly the same thing. Sorry its not available in your area, even though I explained that I knew people living near by were on it (all on same exchange).
I've tried on Be's website as I believe Be & O2 share the same LLU equipment but their address checker keeps saying service temporarily unavailable, so i've phoned Be directly and the guy there is saying I am able to get Be Broadband fine.
Is there something fishy going on?! If Be can accomodate me yet O2 are saying they can't and they both use the same equipment surely something is amis?0 -
Presumably this includes the Sky line rental and Sky Talk Freetime,it's actually £22.25 total.
There is an offer of £5 reduction for the first 6 months at the moment so 6 months @£17.25 then a further 6 months @£22.25
And yes I did see this offer, so not so bad, but would the O2 offer is really good. 6 months free internet, so it would be £7.50 for first 6 months and £20 for last 6 months.0 -

Be customers would generally be given a slight priority due to the fact that they are paying more and so there is more money to be made by telefonica.0 -

If Be said they could connect me they would be my ISP of choice but I wouldn't leave it too long to sign up.If the space is that short it may soon be gone.0 -
Hmmmmm just found out the previous tenant who justg moved out had O2 installed there fine! Well miffed, is ther enothing I could do?0

Daniel, as you know the O2 package is the best about and as others have stated the O2 equipment at the exchange is probably full.
The previous tenant may well have had O2 but that doesn't mean you should be able to get it too.
When they cancelled their service freeing up a slot at the exchange someone else in the area would have snapped up the slot meaning O2 are now full.
You could wait around for a slot to open up when someone else leaves or just go with Be if they claim to have capacity. Just don't go with O2's Access package!!0 -
Yes I know I won't be touching the Access package. Probably going to go with Sky then! Ho-hum!0
