Routers and line degrading .

Bit of a technical question here .
My line LLU ex F2S now Talk Talk Business .
Router one Buffalo syncs at 7000 speeds 5,5 on average .
Router two Billion syncs at 10000 speeds 8.0 on average .
Router Buffalo normally a solid connection except winter once the street lights come on about 4pm it can be prone to dropping connection .
Router Billion recently reused and it synced at 10000 rock solid for two weeks then developed constant dropped connection every half an hour for days on end .
Swap back to Buffalo sync 7000 no drop-outs .
My question is is the above symptoms of a degraded line from me to exchange and i presume that would transfer if i changed ISPs ,
Router runs on dedicated cabling from faceplate filter .
Master socket none cable drops to roof enters porch into a small black oblong connection box from that to another smaller connection box both BT . Last BT engineer out years ago refused to go past the first box installed circa 1969 .
Enters house to my own Faceplate and filter box .
From memory the Post Office /BT guy wired from the box in the porch into the hallway for first ever telephone installed . Probably for a couple of quid when the site infrastructure was laid down .
