Problems with Octagon insurance and NCB proof?

My OH has insured his car with Octagon insurance this year. He sent them proof of his NCB from his previous insurer Insure by Royal Mail recorded delivery. The tracking number confirms it was received by Octagon on 14th September, they are denying all knowledge of this and keep telling us the insurance will be cancelled.
He has rang them several times and emailed them copies of his renewal quote (stating the NCB) from Insure both as a PDF and jpeg images. The first time they said they didnt have systems to open a jpeg image, so he had to send it by PDF now they are saying that this isnt proof of NCB.
They are still threatening to cancel the insurance. He doesnt have the original statement of NCB by Insure as this is what he sent by recorded delivery
Whats our best next step?
To make matters worse, he had to claim the other week as someone went into the back of him so he has a current claim with Octagon and they are threatening to cancel the insurance!

Escalate this by writing (or emailing) an official "complaint" about the way they are treating you stating what you have said here regarding the tracked delivery.0

Very similar problems to the opening post.
Said I had insufficient NCB's. Phoned and if by magic, they reversed their claim. Have requested written confirmation of this but have received nothing.
Received a letter chasing up a response to a 'renewal pack' that I had never received.
Took out insurance with others and issued a complaint via email. Not surprisingly I'm advised of a potential delay in a response due to email issues and referrred to an 0844 number (4-5p a minute?!)
Shocking company. Cheap? Maybe, but should you go with this company, be prepared for their antics and make sure you have a clear record of whatever you send them.

I just emailed our ncb, no probsDon't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0
