You think you may be subsidising the other tenants but that might not be the case. If no water meter is installed then it might be simply a case of dividing the bill equally between flats. I think the belief you have about subsidising is clouding your judgement.

The water company categorically state that meters are NOT installed in my building. However I have something that looks suspiciously like a meter in a utility cupboard.

I know I am unfortunately. I'm a low to average user according to the water company. My hot water doesn't give out enough to have a bath, so I've only had showers for the last few years. Other flats have 4 people with small children mine has 2 adults.I do hope you're telling the truth?0
