Sorry, I am of no use to you. It seems rather odd. Hopefully someone will be able to shed some light on it for you.0

this is a strange one. the only problem you will have is if the seller comes to collect the items and you hand it over, the payment might then resolve and the seller will have the item and your money and you have no proof that he has had the item back. please be careful as i do not trust paypal as they have left me £800 out of pocket and its still disputing 5 weeks later.0

In shops if you attempt to pay for something and the process is interrupted the funds are usually authorized by the bank and set aside for use but not taken.
The money in cases like this, remain in your account, but will be unusable for a short period. Within 4-5 days, the funds for the attempted purchase usually return to credit.
I assume this is something similar, but because it is a DD request the 4-5 day return to credit period is longer. I presume the bank think that PayPal will/may request the funds again. I would phone PayPal and see if they can attempt get the original request to go though, or re request it.0 -
Threaten action to the FSA with paypal, start a complaints procedure. You can go through howtocomplain.com0
