I don't believe they are a troll. If you care to take a look at PePiPoo you will see a couple of cases where NR have taken people to the magistrates court over parking issues. They seem to be the only TOC who do that. All the others go down the usual PPC route.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
I don't read this as a troll either. Northern Rail have recently taken some pepipoo posters to Court or forced them to pay up before it goes in front of a Magistrate.
There is even one on there at the moment where they are referring to the PCN as a 'parking charge', it was issued by little old Meteor and with no mention of bylaw 14 and now NR have issued a summons. Weird.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Northern Rail are being a trifle naughty here, but discussions are still ongoing over at Pepipoo as to how to potentially defend these.
They appear to issue the tickets as a PPC (so if the victim pays up they pocket the dough) but then if the victim ignores and does not pay, they 'switch' to a byelaw 14 and progress via mags court. Because the legislation relating to byelaw 14 is slightly vague with regards to liability (it is potentially possible to interpret as driver or RK depending on how you read it - in other words the legislation as drafted is not brilliant) then there is a potential to fight it, however it might be expensive and no one's had the b*ll*cks to try it yet.Je Suis Cecil.0 -
