You need to find out if the phone is "locked" by apple , the netwrok operator can request that the phone be locked especially if he owes money on the contract !!!
Only other way that may open it ??? would be to "jailbreak" the phone , and i would not recomend this myself !!0 -

"Cut off due to non bill payment" refers to the sim card, not to the phone. Only the phones reported stolen get blocked by the networks.Been offered a 3gs for sale as guy is skint. He has been cut off due to non bill payment. If i were to buy phone and put in new sim would it work ok

The phone is likely to be locked to the network. In this case it works only with this network sim-cards. To work on other networks it has to be unlocked: Mobile Unlocking0 -
