That only works if you sent the items back recorded.
It's not eBay or Paypal's fault you didn't do that. I'm sympathetic that your seller has scammed you, but thinking about it logically, how do eBay and Paypal know that you have returned the item without proof of delivery?
To return an item back to the states with a tracked service would cost more than the item is worth and even then it's only tracked in the UK. The seller has admitted that he wishes to make a refund, so presumably this means that he has received the returned item.
Anyway I have accepted that I have been scammed and it's the last overseas ebay purchase that I shall be making.:(0 -

Did you rely only on the seller's computer knowledge without googling it etc?
buying computer parts from USA was your choice. It's not your seller's fault return postage is high.
If more buyers learned the difference between postage and delivery, the lives of sellers would be transformed!
PS So many private sellers put 'I will not be held responsible for items lost in the post etc' on their listings
THEY ARE responsible for delivery!
It's time eBay put proper returns policies in the selling forms instead of these terrible, incorrect T&C's.0 -

The scam may be? to send cheap components to oversea customers with the knowledge that too return the parts will not be worthwhile due to the return shipping cost. Perhaps I should have done my homework to find the cost of using a tracked service. But I don't think many buyers would carry out this research before making a purchase.0 -

Update: The seller confirmed via ebay messages that he has received the return, but still refuses to make a refund.0 -
I disagree if the seller confirmed that the parts were compatible, then they should be compatible. I except that there may have been a mistake, that's why I returned the parts (1st return) for the correct parts to be resent. But for it to happen on the second replacements is not acceptable, especially for a business seller specialising in pc components.

'Perhaps I should have done your homework' is puzzling as most buyers would research whether they're buying the correct computer part, surely?
Oh well, you're entitled to your view of course.
