Water Pipe Depth?

I was hoping someone could help. Im re-laying my drive and when I have dug it up I have found my water pipe 8-9" under from the surface. Is this the required depth, I thought it was supposed to be deeper?
Also my drive is on a slope and I am taking it down about 1ft so the water pipe as it stands will be above the surface when the new drive is laid so I need a new one installing lower. Is Yorkshire Water responsible for this or me?

I may have found the answer, 24" or 2ft seems to be the correct depth asking my builder. What I want to know now is because its not at the correct depth who's responsibility is it to put it at the correct depth?0

750mm is the minimum depth for regulations and max 1350mm
And the pipe is your responsibility
