Problems with Shell Gas

i have an underground bulk lpg tank installed in 2007. i have tried to move to calor and countrywide , who tell me that the tank i have installed is not approved by the uklpg codes and will not take over my tank.
Shell tell me the tank is approved by eu legistlation and will not give me the details of its approval by the uk lpg council. i take it that it does not comply?
if this is the case Shell are operating a monopoly and there custommers can not move to different suppliers, which has been allowed now since 2008 i believe?
There is an issue re the size of the safety valve which shell safety manager has said is not a problem but will not send me documentary evidence of this , ie calculations? i have writtern to there md Mr Turley who has not wrote back , but passed this on to there custommer service manager.
has anyone else experienced such problem with Shell?
i am going to contact Watchdog , if they do not give me a tank which is compliant with uk safety legislation, can anyone please advise
