Why are so many business determined to destroy themselves by allowing customers to be threatened and robbed by such scammers ? surely in these hard times you need every repeat customer you can get.
I was at hartshead just yesterday for my free pizz and the car park was completely empty.

so, when 'oiky' comer realised he was up against someone who had a good idea of what he was talking about, there was nothing left to do but tell you to 'take it up' with PE! a spineless little gold-plated cretin, to be sure.The email I received his email is in red. Thank you for your email below regarding the Parking Charge Notice issued to you from Parking Eye.
I have looked at the issues below in detail and would like the opportunity to respond to you.
The letter from Parking Eye is a Parking Charge Notice sent out to yourself because the vehicle in question stayed longer than the 2 hours permitted at the Welcome Break site. There are numerous signs across the car parks detailing the parking tariffs and the charges that will be due if payment for parking is not received. The letter is not to be confused with a Penalty Charge Notice issued by the Police and local authorities.
I understand there are signs around the car park however since I was not the driver or even with the vehicle I could not agree to the terms and conditions displayed. I do not confuse the ticket which is issued by a police officer or a local authority with the "invoice" Parking eye sent me. However can you then explain why they have imitated the format of a official ticket which can only be done to try and intimidate people into paying.
The letter has been sent to you as you are the registered owner of the vehicle. The BPO code of practice shows in P9.4 It is the drivers obligation to pay the parking ticket. If you receive information from the keeper which identifies the driver, and the driver is someone else, you have an extra 21 days after receiving the information to serve the parking ticket by post to the driver.
I assume you mean BPA, if so Can you tell me under which statute I have to abide by any code of practice of the BPA. Also they have been informed I was not the driver.
Looking at this I feel that the moral and lawful responsible for your vehicle rests with yourself unless you notify Parking Eye of the driver involved?
Can you point me to any legal requirement that states I must inform a private company who was driving at the time this incident occurred. My responsibility is limited to that set out in the road traffic act. To which I do fully adhere. If this was an official PCN then yes I would be responsible for any penalties due as the registered keeper if I did not disclose the driver.
The charge of £60 as the initial charge is fully in line with the BPO code of practice P10.6 and is clearly displayed on parking signage in the car park areas.
Their charge of £60 may well be in line with BPA code of practice. However I suggest Parking Eye take this matter up with the person who entered into any contract they believe existed?
Due to the facts above I am not sure what offences Parking Eye have seemed to have committed.
Try demanding money with menaces, I am not responsible to Parking Eye yet they send me a PCN for £60. I sent them a letter stating I was not responsible and stating I was not obliged to inform them of the driver at the time. Today I receive a letter stating my appeal has been unsuccessful. I did not appeal I just informed them to take it up with the person who was driving at the time. I will be writing to Parking eye immediately to inform them that I will not be paying I will not inform them who was driving the vehicle and if they wish to take it further I will enjoy my day in court.
I must also say I was disappointed in your response, However I would be interested in your comments on the points I have highlighted.

It seems that it's only us in the UK who seem to accept this con. On my travels all over continental Europe I have never come across any motorway service areas where there are time limitations and threats of parking "tickets".What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

I don't see the point of PPCs in service stations anyway. Surely keeping people in them for as long as possible so that they are more likely to buy the overpriced goods would make more money. They're a captive audience anyway - they can't park and walk elsewhere because they're on a motorway.
The only reason for them is so that Welcome Break can get a kickback from every invoice paid.0 -

I think they would argue that historically the issue for them is people meeting up and leaving their car at the services all day to car share. I can sort of see their issue with this and if they didn't somehow discourage this then it could be a problem for them.
However, now they know they can make money and even more so, deflect the attention back to Parking Eye as 'operators' then I suspect they are actual are now just hiding behind this as a perfect excuse to scam people out of their cash for the kick-back, as you say.
We all know that if there primary concern was preventing this as problem, they could employ some very fair and legitimate tactics, such as a simple ticket barrier system on entry that gives you two hours free, then followed by a fair and reasonable charge for using the car park maybe slightly longer for the third and fourth hours, with a big step charge after this to say £10 to £15 to prevent all day parking, if indeed they have a problem at a particular site.
The thing is they don't, because this is not about anything other than making money, they just use this an excuse now to justify their actions and the biggest issue for me is... they seem to be starting to genuinely believe they are justifed in this action and treating their customers this way because a small minority of them, might, just might take advantage of them if they didn't
