I'm not sure if it varies in different areas, but here you have to be 4 and in nappies to qualify for special needs. There is still hope for my 30 month old.

Have visited a couple of developing countries, including their slums, and seen several children aged over 2 pee themselves without parent or child batting an eyelid.Who made hogs and dogs and frogs?
