You don't need an update for something not installed.
As you do not have .NET Framework 4 just hide the update.

So I need not download KB2468871 and KB2533523,is it important to have .NET FRAMEWORK 4 on my computer and if its not on my computer why do I keep receiving updates for it.0

You do not need .NET FRAMEWORK 4 or any updates for it. Just hide them.
Install any updates for .NET Framework 4 Client Profile when you receive them0
