Water off - letting agent have not done anything

Hi,
Please can anyone give me some advice? The water to our building has gone off completely. I managed to get hold of the letting agent after trying a few times, earlier today and they said they were looking into it and will call me to update.
They didn't.
Am now home from work, no water still in the block and I can't get hold of agent as it's out of office hours. Water company wont come round as it's a private block.....
what shall I do??! It's been 24 hours now! I can't afford to just call a plumber and be done with it either.

So where is the actual fault? If it's off at the street then the water utility is responsible.No free lunch, and no free laptop0

Don't live in my building in Bristol do you? Our water went off Monday, but was back Tuesday when I got home (although I don't know about higher floors as apparently there is low pressure)
Is there a mangement company for the block of flats? You can call them directly and find out what's going on.
The water company did come out to us - there's a big tank sitting out the back saying it's for drinking water only.Excuse any mis-spelt replies, there's probably a cat sat on the keyboard0
