Yes they do work with just the power cable. Chances are the monged up USB socket has killed the 5v supply line. Good news is it is probably just a 2 pence diode or fusible link. Bad news is there's not many computer repair shops that repair to component level.0

Just something to try before you go and search for a repair shop that will repair components. The symptoms you describe can occur with bad or corrupt CMOS parameters.
If you disconnect the power supply and remove the battery. With the Toshiba laptops I have seen, if you remove the keyboard underneath the keyboard there is a button cell lithium battery. Remove this, hold in the power button for a few seconds and leave overnight before you replace the battery and reassemble. This might clear CMOS and computer may BOOT with default CMOS parameters.
Worth a shot before you spend any money.0
