It's not that unusual. When I went to secondary school there were two in the town. My school's catchment area included the other school and the area surrounding it so that school was not even physically in its own catchment area. Madness.0

I don't think there is such a thing as common sense because people interpret things differently.
That's why LAs have admission policies so you can tell what the criteria is.
You can't have a council saying "you child is successful/unsuccessful because we applied common sense"0
