becuase they are used in the enthusiast market due to the number of times a board is installed and removed.
SI's such as Dell, HP, Apple, Acer, Lenovo etc (stands for system integrator - none of those companies manufacture PC's) don't use them as they intend to only ever install a motherboard once.
Thats not a fact, thats your opinion, which doesn't match fact. If you remove your motherboard frequently (I used to repair PC's in my freetime) the raised contact points of the motherboard hole to isolate the screws wears down - and the fibre washers are there to ensure the cap of the screw does not touch any of the motherboard contact tracks - the reason they don't affect the shaft of the screw is there are no tracks in the hole of the board itself.
Shorting the tracks is what causes the motherboard issues - the fibre washers prevent this possiblity.
You would probably have to remove a motherboard thousands of times before any wear would show and it still wouldn't matter. Fibre washers are simply not required in computer construction. You may have repaired a few computers in your time but I doubt you would be able to match my experience.
The washers are probably supplied with some cases because an amatuer may over tighten the screws and they may help cushion the affect.0 -

FWIW, technical writer for a well known hardware site for 6 years, building PC's for 13 years and oh, worked in IT for over a third of my life.

There you go five links from the first page of a Google search and you will see there’s no mention of fibre washers. Loads of warnings about ensuring that the stand offs are used to prevent shortages, but no fibre washers.

I used to repair PC's in my spare time for the last 13 years, I wrote for less, I put the largest item first.
The washers exist for a reason, they are an additional level of protection for avoiding possible shorts and also screw cap damage to the tracks on a motherboard. By not using this method you are reducing the amount of protection you give to the motherboard shorting or damage being caused.
They are not superfluous, they serve a purpose and just because a google search doesn't mention them does not mean they arent useful.
I used to review cases for PC's as part of my technical writing days and I didn't mention if washers were included, does that make them superfluous, no, it just means in the grand scheme of talking about a case and its design its a minor, but none the less valid component to include, just not one I needed to mention in each article.
And the only thing superfluous around here is your opinion, as its frequently wrong.0 -
