in Water bills
I've had a leak today and the stopcock outside my house is too stiff for me to be able to turn it off. The result was I had to leave water gushing out into the bathroom until my friend got here to turn it off, luckily he was on his way here.
Even so, it is so stiff he has to use a tool to turn it off. Am I within my rights to ask the waterboard to come and make it easier to do as they will rightly charge me for the leak as I'm on a meter.
If it had been easier to turn the tap at the stopcock I could have saved alot of waste. My friend says no that it's caused by the conditions it lives in and I should have a tool handy to do the job, I disagree as it has a tap head and I think it shoud be turned by hand I would like to know what you all think.

I am with United Utilities, have a water meter and am getting 6 monthly bills which quite frankly baffle me.
I accept that I am thick but cant they put it in a language that we all can understand....ie plain English?????0 -
A tool is usual, Money...some are a long way down .
An inside tap is the one to turn , just after where the water enters the house.0 -
Yes you are within your rights to ask to get it changed, they will probably change it for a meter chamber alot of them have plastic stop cocks so they dont rust up or become stiff0
