PCN Issued In London - Kensington & Chelsea - WRONG REGISTRATION NUMBER

I was issued a PCN parking ticket (under the Traffic Management Act 2004) last Thursday at 6:04pm whilst parked in a pay and display bay in London Borough of Kensington and Chelsea. If the council have CHANGED the number on their website from an 0 to an O, as the OP suggested, they have physically altered evidence, which is a very serious criminal offence. They cannot just go around altering the details that they have.
