PCN Issued In London - Kensington & Chelsea - WRONG REGISTRATION NUMBER

I was issued a PCN parking ticket (under the Traffic Management Act 2004) last Thursday at 6:04pm whilst parked in a pay and display bay in London Borough of Kensington and Chelsea. I was dropping a friend off at her house and unloaded her bike from my boot. I helped her carry it in to her bike parking area in her communal gardens and when I came back out, it was on my car.

I was going to appeal it on the basis that I definitely could not have been observed there between the five minute time slot stated, as it was a matter of a couple of minutes maximum, but on further inspection of the ticket, they have incorrectly written my registration number on there. Instead of RO60 XXX, they have written R06O XXX (exchanged the letter O for the number 0) and this is very clear on the ticket.

For the first twenty four hours I was checking online and neither the incorrect registration placed on the ticket, nor my own registration plate were coming up with the PCN number. However, I checked yesterday and now my CORRECT registration number has been placed on there with the PCN number, despite being the wrong number on the ticket.

It won't show me any pictures on the KNCL website (you can view these on City of Westminister), but they have obviously looked at the pictures and realised their mistake and registered the ticket to my correct registration.

From reading past posts, if they have incorrectly issued the ticket to the wrong registration number then it invalidates it. But I am now stuck between just paying the ticket and appealing it.

Can somebody help please? :mad: I may as well appeal it as I know that gives me an extra grace period to pay the reduced fine but I wouldn't know where to start with how to address the appeal in the letter/email.

Any help would be much appreciated :o

  • The ticket was issued to vehicle R0, not RO. I assume it was a printed ticket? They cannot change it after it was issued. That would be classed as altering evidence, which is a serious criminal offence. You have a perfect claim to have the ticket scrapped, so long as you have the original ticket.

    I would write to them immediately and point this out.

    I just don't know how I should be wording my appeal and what I should be writing.
  • I'm sure someone will be along shortly who will tell you how to word an appropriate letter to ensure you get all the correct wording in place without admitting any liability.

    Don't contact them - just wait and see if you receive a Notice to Owner.

    What makes you think the zero is an O?

    As above, but keep the PCN you have. If as you say, the 'O' has been printed as a '0' then the contrvention did not occur.

    The problem is, it that it is a company car. If I just leave it, my company will automatically pay it once the notice to owner is served, because it will go through to them. Then it will be at the £80 fee rather than the £40 fee.

    Need to try and appeal it atleast before they do that, but just don't know how to approach it! :mad:

    If they have put it on the system with the right car reg now then it's procedural impropriety - but they will pursue the company (as that's the car reg now on their system). It would be easier to appeal it if it were not a company car though!

    In the meantime tell your Fleet Manager that you got a ticket but there are various irregularities and you are appealing it, and that you take responsibility for that appeal going all the way and if you lose YOU will pay it in the end at adjudication.

    See if they will agree to just pass the NtO to you in due course, and for you to draft 'their' formal reps (are they the owner or is it a lease car?). If they won't then you may as well give the informal appeal a go (again with pepipoo's help).

    If the number on the ticket is incorrect they wont be able to find out who the owner is anyway from the DVLA

    If they put the number in, its going to come up with someone elses address or address not found surely
    make the most of it, we are only here for the weekend.

    op has already stated that it is showing as the correct reg on the website, so that won't work
    I'd be tempted to tell them they appear to have left someone else's pcn on your car as it is for a different vrm :rotfl:
    your best bet is pepipoo though
