Vodafone refund

HELP PLEASE I refused to accept a PAYG mobile on 25 July and still haven't received my money back. I have emailed, phoned and even sent all correspondence and telephone log by special delivery and still no money. What do I do next. Trying to speak to someone in authority is impossible.
