What Ipad2 would you recommend ?

Orrrrrr dont follow the crowd and get something different, like a Motorola Xoom Android tablet. Not restricted by the Apple paranoia and control freekishness, get Flash on the web, get an SD card slot so you can upgrade the storage, get USB ability

But whatever you decide, can i suggest just the wifi model will suffice. You/he can then get something like the pay as you go mobile wifi from 3. Its what I use and I love it

Yes there are alternatives. I wonder if the husband in question has expressed an interest in the iPad?
I'm a gadget freak, but I can't honestly see anything I would use the iPad for. I've got an iPod Touch, a laptop, a desktop Mac Mini, so the iPad would be pretty redundant. Plus it's not really that portable due to its size.
