confusing water problem

in Water bills
hello new here, but have a somewhat confusing problem with anglian water, will try to explain logically. we moved in 4 years ago and the property has a meter, not a problem in its self but a year or so ago, we had a massive water bill and suspected a leak, having phoned the water board and engineer came out. we were offered a free search for a poss leak and a small leak was detected coming from the very old meter. all good so far......
The engineer removed the meter and we were to have a new one fitted.
1st...the leak check was never carried out and we found another leak ourselves and fixed it
2nd we have now recieved 2 bills that have been estimated so today i went to read the meter and low and behold...there is no meter.
my question is, do we have a leg to stand on regarding requesting to be left off a meter after a tear of not having one as it was not our fault and obviously my bills have been estimated from an old bill from when we had a leak so they are surely being estimated too high. any ideas where i can find out who can help???

Sounds like the first chap never got a job raised for a new meter to be fitted, ring AW and explain they should offer a leakage allowance and arrange a new meter to be fitted , once the meter has been fitted they can do check reads to work out your average.0
