Its difficult from pictures alone but this is the best you will get without actually getting someone out
The floor beams above seem to be pre-cast - which means that the beams are put on in sections and the joints between them filled.It looks like that bit of dropped/broken concrete is where the joints have been filled but the shuttering holding the filled bit had slipped a bit ... so the concrete dried like that. Not normally a problem and common
Some steel reinforcement can be seen in the gap. Its not clear what this is. It may be part of a chipped section of the beam edge, or may have been placed in the infilled joint concrete.
Bottom line is that these beams are unlikely to have failed or they would have fell down much sooner. They wont crack like that on their own. Seems like joint fill

I presume it's a leasehold property if there are flats above? If so, I would engage the Management Company (to whom you pay your service charge) and get them to get the Buildings Insurance providers to contact you as it appears to be a strucutural issue. It's not the kind of thing you ought to be trying to resolve on your own. Plus, i'd also let the people above you know.
The whole block should be covered by block buildings insurance for these types of issues. Also, if it's less than 10 years old then you could contact the NHBC.
But it does appear to affect the structural integrity of multiple flats so it's an issue that your management company is best placed to advise on.Everyone is entitled to my opinion!0
