Ebay - winning bidder no longer wants the item

A couple of hours ago I sold an item on Ebay (worth over £100) and just received the following from the (100% positive feedback) winning bidder:
"II never bidded on this item some one hacked my account I don't want this item sorry"
So what do I do now?
Is there anything that the winner should do to withdraw his bid so that I can make a second chance offer to the second highest bidder?
I honestly don't believe his feeble 'excuse' - but what can you do?

I think the best way is to send a mutual cancellation offer and get them to agree so that you get your fees back.
Can anyone confirm?:A

You can go ahead and make a second chance offer anyway. You need to send this 'winning bidder' a link via 'cancel transaction' - any probs, inbox me and I will take you through it, I am a seller on ebay too0

Thanks - just tried to go through that but it mentions opening an unpaid item case. Is that the only way to resolve this?
Edit: Sent it anyhow, I now have a case open and hopefully the winning bidder will agree to cancel the transaction.0 -
Is there any way you can report this hacking to ebay? Just for the buyer's safety of course.I'm not bad at golf, I just get better value for money when I take more shots!0

Don't do this. A refusal means you get nothing, then you can't do a non paying bidder claim.0 -

I was wondering that too, not sure where to report it though .........0 -

Go for a non-paying bidder case and then relist the item once the case has been closed.0

I don't want to re-list it, as I have a number of other bidders very close to the final bid amount, so am happy to offer the 2nd highest bidder a second chance offer (and if he refuses I'll try the next one, etc).
Anyhow, a 'cancel transaction' case is now open, so let's hope the bidder agrees to cancel ..... pronto.0 -
I would send second chance offer then open a non paying bidder case after 4 days. The buyer will then have so many days to respond (four I think?) then you can close the case, the buyer will get an upaid item strike and you will receive a credit for your final value fee's.A home without a dog is like a flower without petals.0
