I would say lego unless she has younger siblings, we didn't allow DD to have proper lego until DS was over 2 so she was 5, however DS loves it and has been playing with it since she got it - we only held her back because of the small pieces and potential for swallowing.

Mind you at 6.5 and 3.5 they are both happy playing with the Duplo too.
