Change at United Utilities - Anyone heard of this Re-claiming issue ?

I may sound vague however on Friday a chap buzzed my intercom to ask if I had received my letter from United Utilities, regarding the survey ? I was extremely tired after a lvery very long trip and showed no interest, he claimed U.Utilities had issued a letter in May / June about new regulations and as I was in a flat I was entitled to re-claim from United Util....That I would be due £ I explained I was moving and he said no problem you can still re-claim the 3.....or his company blah blah would do it. I said I am v.tired so thanks for heads up will have a check with Martin Lewis and disconnected him. Clearly now I am not so tired and wondered if he was talking rubbish, or was there something that I am missing ?
I was not his target, because he was making calls to all my neighbours because I could hear him buzzing them all. I have taken a look across Martins Site and I am not picking up any hint of a re-claim case. Anyone else know what I am talking about or had the same experience. sorry to be so vague. ?

    A couple threads on this issue I believe.

    By default you are charged for surface water(from gutters etc) entering the sewer system. On many properties this Surface Water Drainage(SWD) is to a 'soakaway' which is essentially a pit filled with rubble under your garden or nearby that was dug during construction. - most people are unaware if they have a soakaway or not.

    So anyone with a soakaway can claim relief from this SWD charge if they contact their water company, but there is a firm that have jumped on the bandwaggon and will write the letter for you - for a fee.
