03 numbers are phone numbers, been in use for about 2 years now, they are charged at geographical rates, i.e. as 01 & 02 numbers, if you have inclusive minutes on your phone package they are included.

sales calls, your number is autodialed, the "person gets your number on screen and then when they see the " no not interested" comment you probably said ages ago they hangup instead of deleting your number.

so basically they use 0308 and 0304 so that you cannot report them as you dont have a full tel. number.

That wont work because the real originating number is sent along with the number to display. (Companies phone out from a variety of numbers but want incoming calls on publicly listed numbers) But only your service provider can see it. So, if you make a complaint its easy to identify who called.

What normally happens is that a problem with the companies phone system causes something else to be sent rather than the contact number. For example, an extension number.

A company could purposely change or delete the display number, but they can't hide the 'real' number from the phone company.
